The Social Team of KMP initially referred the case to the JV Consultant for investigation. However, the report submitted by the JV Consultant was found unsatisfactory by the Social Development Specialist due to lack of proper validation and supporting evidence. As a result, the matter was referred to the Third Party Monitoring Agent (TPMA) for an independent review. The findings of the TPMA contradicted the conclusions of the JV Consultant’s report. Consequently, the JV Consultant has now been asked once again to re-validate the case in light of TPMA’s assessment. |

The complainant Umar, a laborer working at Package 4 Jam Sadiq Bridge site, reported experiencing extreme heat both during the day and at night, along with a lack of adequate facilities. Umar stated that upon returning to the camp after working outdoors, he finds the camp already occupied by 7 to 8 individuals, and there is only one fan available. He has requested an increase in the number of fans in the camp to alleviate the discomfort caused by the heat. The GRM team send Email to CRC for further investigation . |
The consultant’s Social Development Specialist conducted a site visit and identified the ventilation issue. Following prompt interverntion, 2 fan were installed in each of the affected rooms, which previously had only one. This upgrade has significantly enhanced ventilation and overall comfort for the 7 – 8 workers residing in each room. |

During the discussion regarding the demand for PKR. 30,000/month, it was confirmed that Mr Resham Khan had agreed to a monthly salary PKR 23,000/month at the time of his appointment. This clarification was acknowledged and agreed upon by all parties present. The matter is now considered resolved to the satisfication of the complainant. |

Regarding the concern raised about delays in the payment of rent and utility bills, the property owner was informed that, as per company policy, the salary cutoff period falls between the 15th and 20th of each month. Consequently, rent and related payments are processed within this timeframe. The matter is therefore considered resolved and the complaint closed. |

As per Government’s notification the minimum daily wage is PKR.1,500/-. hoowever, he is being paid only PKR.1,200/- per day by the subcontractor Mr Abbas. Furthermore, past three days he has neigther been assigned any work nor receiving extra working hours payment, resulting in a lass of income & valuable time. |
Mr. Shehbaz, a worker under subcontractor Mr. Ghulam Abbas, regarding wage-related concerns. Mr. Ghulam Abbas serves as a subcontractor for CCECC Company and has engaged approximately 70 workers under his subcontract. The workers are employed in various roles, including carpenters, fitters, helpers, welders, and general laborers. CCECC awarded Mr. Ghulam Abbas a fixed lump-sum contract, which does not include any clause mandating equal daily wages across all worker categories. Under the current arrangement, helpers and new workers receive PKR 1,200 per day, while skilled workers earn between PKR 1,800 and PKR 2,000 per day. The Social Specialist, Ms. Shumaila Naz, discussed the matter with Mr. Ghulam Abbas, verified the wage structure, and explained these details to Mr. Shehbaz. Based on these findings, the complaint has been considered resolved, as no contractual violations were identified. |

Ms. Ayesha Zeb requested to investigate the matter thoroughly. |
• Regarding Salary Revision During the review process, Ms. Ayesha was advised to resume her duties, and the CRE also confirmed that she could rejoin her position without any objection. When the KMP team conveyed this option, Ms. Ayesha expressed that she would consider returning only if her salary was increased. This request was assessed in light of the existing remuneration structure for Community Liaison Officers across all project packages. Consideration for a further revision in her salary is not recommended. • Regarding Equal Treatment The concern regarding equal treatment has been noted. It is recommended that the Consultant’s SDS be cautioned to maintain professional conduct and communication in a polite manner with all staff, particularly female employees, to avoid any perception of bias or unequal treatment in the future. Likewise, it is advised that all the staff’s from JV Consultant and Contractor must maintain professionalism and adhere to the project’s Code of Conduct. While management should ensure a fair and respectful work environment for everyone. Moreover, staff members are also expected to demonstrate discipline, patience, and cooperation, particularly when working in a construction industry involving multiple stakeholders, pressure and diverse interactions; therefore, mutual respect and coordination among all team members are essential for maintaining a healthy work environment. • Workplace Conduct Improvement It is further advised that a mandatory counseling and refresher training session on respectful workplace behavior, effective communication, and gender sensitivity shall be organized for all consultant and contractor staff. The training will be facilitated by the KMP Social and Gender Team to reinforce compliance with the project’s Code of Conduct and promote a respectful workplace culture. |
